Starfield Alternating Currents: How to start
Alternating Currents begins in the Well, underneath New Atlantis. You can start this miscellaneous mission by speaking with Louisa Reyez, but only after you've already completed Tapping the Grid.

Starfield Alternating Currents: Walkthrough
The Well is experiencing a series of brownouts, and thanks to your work in Tapping the Grid, we know that the Trade Authority is responsible. Working for MAST, Louisa must confront Zoe Kaminsky, the manager of the New Atlantis branch of the Trade Authority. The tension in the room is clear as day, but Zoe agrees to assist you both in tracking down the source of the power drain causing the brownouts.
Now, you must go around the Well, shutting down various junction boxes. You can view the locations of the junction boxes on your HUD. If you get lost, use your scanner to reveal the fastest path to the objective.
After cutting off the first junction box, Louisa will tell you to turn off junction box 45A next, but Zoe will insist that you cut the power to junction box 47B. Ultimately, which box you choose is irrelevant, minus some commentary from Louisa and Zoe.
The third and final junction box is on the surface in the Residential District. Shut this box down, and Louisa and Zoe will agree that the source of the power drain must be inside the nearby Athena Tower.
Take the elevator to the upper floors of the Athena Tower and breach the marked door using a Digipicks. Once inside, access the unauthorised computer and download the files. You now have hard evidence that someone is drawing massive amounts of power in an attempt to hack into GalBank's system in New Atlantis.
To finish Alternating Currents, you must decide whether to give the proof to Louisa of MAST or Zoe of Trade Authority.

Starfield Alternating Currents: Should you give the evidence to Louisa or Zoe?
Some might find it disappointing, others a relief, but who you decide to give the evidence to is inconsequential. You receive the same rewards, credits and XP, regardless of whether you hand over the evidence to Louisa or Zoe. Furthermore, the decision you make here does not affect how the rest of Starfield plays out.
Pass the evidence along to Zoe, and you get the feeling that she's not taking the criminal activity very seriously and is maybe even in on the plot herself. At best, she plans to destroy the evidence and cover for the Trade Authority.
Louisa, on the other hand, seems to have good intentions and wants the lawbreaker brought to justice. And selfishly, perhaps, Louisa believes turning this evidence over to her bosses will help her rise up the ranks of MAST.
Still, despite the different dialogues, the end result is identical. Louisa or Zoe, it doesn't really matter who you choose in Alternating Currents.
